RESPONSE TO A RESPONSE

The question arose about evaluating teacher performance for purposes of adjusting compensation.  The responder indicated that the school environments vary and different expectations exist in easier and more difficult environments.  I'm tempted to ask, "We can send a man to the moon but we can't figure out how to evaluate teacher performance", but I won't.

Without giving it a lot of thought, I'd suggest comparing outcomes of teacher performance under the same conditions.  We might call it "peer comparison" or something like that.  An alternative would be to place the best, and best trained in difficult situations, in the most difficult schools.  Of course, in spite of popular practice, the most qualified and best performing teachers would be better compensated.
