I've concluded that government from the local, county, state and federal levels have become so complex, entangled and big for the average person to understand and monitor. Those in government use this to confound and abuse us. The average person, even if they try, cannot keep up with this chaos to protect themselves from being victimized by those who "serve" them.
We were advised by the founders that the price of liberty is eternal vigilance but today, even if you spent the entire day being vigilant, you could not know all that you should, let alone do something about it. What to do? Trust is a good thing to be able to have but lacking trust in those who say "trust me", we should let them know that if their trust is broken, they will never see the light of day again.
We cannot accomplish this unless there is a way for citizens to by-pass prosecutors to punish the wayward government official or employee. Prosecutor discretion sometimes prevents the punishment of offenders but can be used to prosecute , for political reasons, border patrol officers who do their duty to defend our country. We've seen this even at the highest level of our justice system when the chief prosecutor of our country refuses to prosecute criminals who violate sacred voting rights as we saw in Philadelphia during the last Presidential election.
One more time. Since we, for practical reasons, cannot watch everyone all the time, we must trust those we elect and employ but they should also know that if they are caught violating that trust, they will be punished severely and any accrued benefits will be rescinded, In other words, they will be ground into the ground.
