Cities, towns, boroughs and municipalities depend upon property taxes to operate all the functions required of their jurisdiction. The two ways they can improve upon their revenues is to raise taxes or increase ratables (those properties they can tax). Pretty simple. You can increase the tax rate or the number of things taxed. An alternative is to cut spending.
On the national scale, income taxes levied against workers is the main source of income. To produce more income, we can raise the tax rate or, you got it, produce more WORKERS to be taxed! Is that hard? Again, spending less has the same relative affect.
Obama doesn't seem to understand that creating more jobs is the answer to most of his woes. If you don't understand either, you may become President some day.
